An opinion - unless it is unsatisfactory to the person who holds it - is simply to be taken as it is; there is no point in seeking to discover how or why it came into being. 15. Protagoras never suggests that what is regarded as just or deserving of reverence cannot vary from city to city. Hence, even were city life universal among mankind, the fact that justice and reverence are necessary for a city to survive would not imply that 'just' and 'honorable' are moral universals. 16. That men do find deficiency in civic excellence an evil is evident from Protagoras' whole description of the way this excellence is passed from generation to generation; men recognize it as something beneficial and so are eager to help each other acquire as much of it as possible (327a-b); and they make a pretense of possessing it even when they do not possess it at all (323a-b).

But just as there are sick men who cannot live on what suffices for most people, so there is the sort of person for whom the normal diet of justice and reverence that suffices for the majority will appear bad and in fact be bad. This person is the criminal, and in 322d he is expressly termed a 'disease of the city'.
